Job Description Overview Job Summary: The position is responsible for ensuring appropriate systems and procedures (payroll, cash management, vendor payments, budgeting and other related expenditures) are followed to properly disburse, account, budget and report project funds which are cost effective, timely, have proper internal controls and comply with the terms of the agreement. Responsibilities Essential Duties: Provide functional support for RTI’s finance and accounting function; Accounting/keep track of expenses and other financial transactions, mainly involving expense entry, tracking, and record keeping; Prepare and submit monthly expense reports to the RTI home office; Reviews expenses and financial transactions to ensure it is compliance with RTI procedures and terms of the agreement; Prepare USAID VAT refund and ensure vendors have declared their VAT on a monthly basis and submitted to USAID on time. Follow up of the VAT refund process at the Ministry of Revenues on VAT corrections and rejections. Assist in the reconciliation of monthly VAT receivable and VAT requested. Travel to the fields for workshops, training and meetings to pay and facilitate participants perdiem. Organize, scan, and file all documents in the accounting department. Timely disburse vendor checks, deposit of bank transfers, and ensure collection of legal and complete vendor receipts. Prepare and record monthly on the MINSTY OF REVENUES e-tax system of 2% and 30% withholding tax, perdiem tax, Salary income tax and pension contribution. Timely collect receipts from Ministry of Revenues every month for payment of the e-tax system. Maintain, disbursement, reconciliation and replenishment of petty cash fund. Assist in preparation of payment vouchers and ensure that all payments are reviewed accurately, translated, approved, dated, and supporting documentation is attached and correctly coded. Assist in preparing in checks, wire transfers letters and insure timely payment. Preparer Tax withheld vouchers and make insure reconcile with the ledger and timely declaration to Ministry of Revenues. Assist to enter data on daily basis into QuickBooks. Up on authorized request, present the required document/voucher to finance department and others and ensure that they are returned to their original box files. Perform other tasks as assigned by his/her supervisors Qualifications Minimum Required Education & Experience Minimum required education for this position is a master’s degree or bachelor’s Degree and 1 year of experience or equivalent combination of education and experience Skills & Abilities An understanding of and commitment to RTI’s mission and values Discreet in the judgment and management of confidential matters, materials and sensitive issues. Ability to answer most inquiries and questions independently and follow up on requests in an efficient manner. Ability to resolve problem situations is a tactful and effective communicator, both orally and in writing, ability to deal with persons of diverse cultures. Ability to understand and interpret policies and procedures as well as the ability to apply them with consistency in a variety of circumstances. Ability to function independently and carry out routine responsibilities with minimal supervision Must be proficient in MS Excel and working knowledge of accounting software is preferable. Accpac proficiency would be a plus. Must be able to communicate in both local language and English (written and oral). Ability to work well in team environment and train others in financial reporting. Ability to follow guidelines and controls required of the position 10-20% travel required. Ability to monitor progress of a project against milestones or deadlines double-checks the accuracy of information to discover weakness or missing data and strive for high quality performance.
